		<description>they need to institute a tax on all submitted orders that are not executed. the real culprit is the &#039;probing&#039;, when they show false liquidity with no intention to execute.  tax that as well.  minimally.  where it will only hurt the HFT guys that retract 90% of their orders.</description>

		<description>This is a great agreement for both schools. China is the biggest country in the world, so being able to have students come to Tulane from China, is making Tulane an even more diverse and international student body then it already has. Tulane will also benefit from the great students that come from the great Zheijang University.</description>
